Written plans for these compliance programs shall include at least the following: 1910.1025(e)(3)(ii)(A) A description of each operation in which lead is emitted; e.g. machinery used, material processed, controls in place, crew size, employee job responsibilities, operating procedures and maintenance practices; 1910.1025(e)(3)(ii)(B) A description of the specific means that will be employed to achieve compliance, including engineering plans and studies used to determine methods selected for controlling exposure to lead; 1910.1025(e)(3)(ii)(C) A report of the technology considered in meeting the permissible exposure limit; 1910.1025(e)(3)(ii)(D) Air monitoring data which documents the source of lead emissions; 1910.1025(e)(3)(ii)(E) A detailed schedule for implementation of the program, including documentation such as copies of purchase orders for equipment, construction contracts, etc.; 1910.1025(e)(3)(ii)(F) A work practice program which includes items required under paragraphs (g), (h) and (i) of this regulation; 1910.1025(e)(3)(ii)(G) An administrative control schedule required by paragraph (e)(6), if applicable; 1910.1025(e)(3)(ii)(H) Other relevant information. 1910.1025(e)(3)(iii) Written programs shall be submitted upon request to the Assistant Secretary and the Director, and shall be available at the worksite for examination and copying by the Assistant Secretary, Director, any affected employee or authorized employee representatives. 1910.1025(e)(3)(iv) Written programs must be revised and updated at least annually to reflect the current status of the program.

Citation text line 29 CFR 1910.1025(c)(1): The employer shall assure that no employee is exposed to lead at concentrations greater than fifty micrograms per cubic meter of air (50 ug/m(3)) averaged over an 8-hour period. a) On August 22, 2012, Employee #1, working as a maintenance technician, performing work emptying dumpsters, loading skids and changing dross barrels in the baghouse was exposed to lead at a concentration of 64 micrograms per cubic meter of air, approximately 1.6 times the Permissible Exposure Limit (PEL) of 40 micrograms per cubic meter of air (for a 10 hour shift). Measurements were taken during a 496 minute sampling period, where the exposure calculations include a zero increment for the remaining 104 minutes of the 600 minute period. b) On September 11, 2012, Employee #2, working in Cast and Refine, was pouring, pooling, and drossing kettles and was exposed to lead at a concentration of 168 micrograms per cubic meter of air, approximately 3.4 times the PEL of 50 micrograms per cubic meter of air (for an 8 hour shift). Measurements were taken during a 451 minute sampling period, where the exposure calculations include a zero increment for the remaining 29 minutes of the 480 minute period. When employees are exposed to lead for more than eight hours in any work day, the PEL, as a time-weighted average (TWA) for that day shall be reduced according to the following formula: Maximum PEL in micrograms per cubic meter = 400/hours worked in the day. Mayco Industries, Inc. was previously cited for a violation of this Occupational Safety and Health Standard, or its equivalent standard, 29 CFR 1910.1025(c)(1), which was contained in OSHA Inspection Number 313018483, Citation 1, Item 1a, and was affirmed as a Final Order on 8/18/2011, with respect to a workplace located at 1200 16th Street, Granite City, IL.

Citation text line 29 CFR 1910.1025(e)(1)(i): Where any employee is exposed to lead above the permissible exposure limit for more than 30 days per year, the employer shall implement engineering and work practice controls (including administrative controls) to reduce and maintain employee exposure to lead in accordance with the implementation schedule in Table I below, except to the extent that the employer can demonstrate that such controls are not feasible. Wherever the engineering and work practice controls which can be instituted are not sufficient to reduce employee exposure to or below the permissible exposure limit, the employer shall nonetheless use them to reduce exposures to the lowest feasible level and shall supplement them by the use of respiratory protection which complies with the requirements of paragraph (f) of this section. On August 22, 2012 and September 11, 2012 an employee working as a maintenance technician, and an Operator A in Cast and Refine were exposed to lead in the following concentrations: Employee #1, a maintenance technician, was exposed to lead at a concentration of 64 micrograms per cubic meter, approximately 1.6 times the Permissible Exposure limit (PEL) of 50 micrograms per cubic meter during a 496 minute sampling period. Employee #2, Operator A in Cast and Refine, was exposed to lead at a concentration of 168 micrograms per cubic meter, approximately 3.4 times the Permissible Exposure limit (PEL) of 50 micrograms per cubic meter during a 451 minute sampling period. All exposures were calculated with a zero increment for the remaining minutes of each 480 or 600 minute period. (See citation 29 CFR 1910.1025(c)(1).) General methods of control that may be applicable in these circumstances include, but are not limited to, the following: 1. Measure local exhaust ventilation for effectiveness and placement in relation to the hazard. 2. Increase local exhaust ventilation as necessary. 3. Increase housekeeping efforts with HEPA vacuuming, wetting floor surfaces to keep down dust, and wet sweeping and wiping of floors and machine surfaces regularly. 4. Repair cracks and openings in walls in order to achieve the optimum flow rate from exhaust ventilation. Mayco Industries, Inc. was previously cited for a violation of this Occupational Safety and Health Standard, or its equivalent standard, 29 CFR 1910.1025(e)(1)(i), which was contained in OSHA Inspection Number 313018483, Citation 1, Item 1b, and was affirmed as a Final Order on 8/18/2011, with respect to a workplace located at 1200 16th Street, Granite City, IL.
